Brown Jr. today announced the following appointments: First, Edwin Lowry, 61, of Sacramento, has been appointed to the California Occupational Safety and Health Appeals Board, where he has served since 2011. He served as a part-time hearing officer at the California Department of Pesticide Regulation in 2009. Lowry was deputy attorney general at the California Attorney General’s Office from 2005 to 2007 and from 1988 to 1995.
Lowry served as director at the California Department of Toxic Substances Control from 1999 to 2005, and was director of the environmental project at the California District Attorneys Association from 1995 to 1999. Lowry has been a founding partner at 13th Avenue Funding since 2009. Lowry earned a Juris Doctorate degree from Stanford Law School. This position requires Senate confirmation and the compensation is $111,845. Lowry is a Democrat.
Cathryn Rivera-Hernandez, 42, of Sacramento, has been appointed to the California Agricultural Labor Relations Board, where she has served since 2002. Rivera-Hernandez served as chief deputy cabinet secretary at the Office of Governor Gray Davis from 1999 to 2002 and worked for the California Democratic Party and Hermandad Mexicana Nacional in policy development in 1998. She serves as vice-chair of Planned Parenthood Advocates Mar Monte and as vice-chair of the Planned Parenthood Mar Monte Board of Directors. Rivera-Hernandez is a member of La Raza Lawyers Association. She earned a Juris Doctorate degree from the University of California, Berkeley School of Law. This position requires Senate confirmation and the compensation is $128,109. Rivera-Hernandez is a Democrat.
Bob Foster, 65, of Long Beach, has been appointed to the California Independent Systems Operator Board of Governors, where he has served since 2010. Foster has served as mayor of the City of Long Beach since 2006. He held various positions at Southern California Edison from 1984 to 2006, including president, senior vice president, vice president of public and regulatory affairs and regional vice president. Foster has been a member of the Alliance to Save Energy since 2002 and was a member of the California Chamber of Commerce Board of Directors from 2002 to 2006. David Olsen, 66, of Ventura, has been appointed to the California Independent System Operator Board of Governors, where he has served since 2012. Olsen has been managing director at the Western Grid Group since 2003 and served as coordinator for the California Renewable Energy Transmission Initiative for the California Energy Commission from 2007 to 2010. He served as coordinator for the Tehachapi Collaborative Study Group from 2005 to 2007, president of Clipper Windpower from 2001 to 2003, chief executive officer of Patagonia Inc. from 1996 to 1999, vice president of Magma Power Company from 1988 to 1995 and chief executive officer of Northern Power Systems from 1984 to 1988. In 2000, Olsen helped to create the California Climate Action Registry, the first state registry of greenhouse gases and the foundation for The Climate Registry, which now includes 31 states.
