SACRAMENTO, Calif. /California Newswire/ — On Friday, Calif. Governor Edmund G. Brown Jr. issued an emergency proclamation for San Bernardino County to help the community as it recovers from the December 2, 2015 terrorist attack.
The full text of the proclamation is below:
PROCLAMATION OF A STATE OF EMERGENCY
WHEREAS on December 2, 2015, a terrorist attack occurred at the Inland Regional Center in San Bernardino County in which 14 people were killed and 26 people were injured; and
WHEREAS San Bernardino County immediately responded to the attack with all of its available resources including deploying all law enforcement personnel, fire personnel, and emergency personnel, and was assisted in its efforts by the California Highway Patrol, the Federal Bureau of Investigation, and other local, state, and federal law enforcement agencies; and
WHEREAS the circumstances of this terrorist attack, by reason of its magnitude, are or are likely to be beyond the control of the services, personnel, equipment and facilities of any single local government and require the combined forces of all appropriate mutual aid; and
WHEREAS under the provisions of section 8558(b) of the California Government Code, I find that conditions of disaster and extreme peril to the safety of persons and property exist in San Bernardino County due to this attack; and
WHEREAS under the provisions of section 8571 of the California Government Code, I find that strict compliance with the various statutes specified in this proclamation would prevent, hinder, or delay the mitigation of the effects of the terrorist attack in San Bernardino County.
NOW, THEREFORE, I, EDMUND G. BROWN JR., Governor of the State of California, in accordance with the authority vested in me by the State Constitution and statutes, including the California Emergency Services Act, and in particular, section 8625 of the California Government Code, HEREBY PROCLAIM A STATE OF EMERGENCY to exist in San Bernardino County due to this terrorist attack.
IT IS HEREBY ORDERED THAT:
1. The California Department of Public Health shall assist the County Division of Environmental Health Services until the County is able to resume normal staffing levels.
2. The Office of Emergency Services shall provide local government assistance to San Bernardino County, as appropriate, under the authority of the California Disaster Assistance Act, California Government Code section 8680 et seq. and California Code of Regulations, Title 19, section 2900 et seq.
3. The provisions of Health and Safety Code sections 103065, 103525.5 and 103625, and the provisions of Penal Code section 14251, requiring the imposition of fees, are hereby suspended with regard to any permit for disposition of remains or copies of certificates of death records by any person who suffered a loss of a family member due to the terrorist attack. Copies of such records shall be provided to such persons without charge.
I FURTHER DIRECT that as soon as hereafter possible, this proclamation be filed in the Office of the Secretary of State and that widespread publicity and notice be given of this proclamation.
