SACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments: First, Meredith Williams, 51, of San Francisco, has been appointed deputy director of the California Department of Toxic Substances Control Safer Products and Workplaces Program. Williams has been interim executive director at the San Francisco Estuary Institute-Aquatic Science Center since 2013, where she has held multiple positions since 2006, including deputy director, senior project manager and program director of the environmental data, information and technology program.
Williams held multiple positions at Applied Materials from 1995 to 2005, including new product development manager, product manager and senior process engineer. Williams was senior research physicist at 3M from 1994 to 1995 and a research assistant at the Dow Corning Corporation from 1985 to 1988. She earned a Doctor of Philosophy degree in physics from North Carolina State University. This position does not require Senate confirmation and the compensation is $135,000. Williams is a Democrat.
Michael Stainer, 50, of El Dorado Hills, has been appointed director of the California Department of Corrections and Rehabilitation Division of Adult Institutions, where he has been acting director since 2013 and served as deputy director of facility operations from 2012 to 2013. Stainer held multiple positions at the California Correctional Institution in Tehachapi from 2004 to 2011, including warden, acting warden, chief deputy warden, associate warden and correctional captain. He was a correctional captain at the California State Prison Los Angeles from 2002 to 2004 and held multiple positions at the California Correctional Institution in Tehachapi from 1987 to 2002, including correctional counselor supervisor, lieutenant, sergeant and officer. This position requires Senate confirmation and the compensation is $155,436. Stainer is a Republican.
Millicent Tidwell, 52, of Sacramento, has been appointed director of the California Department of Corrections and Rehabilitation Division of Rehabilitative Programs, where she has served as acting director since 2013. Tidwell held multiple positions at the California Department of Alcohol and Drug Programs from 2005 to 2013, including acting deputy director of the Licensing and Certification Division and deputy director of the Office of Criminal Justice Collaboration. She served as chief of the California Department of Corrections Mentally Ill Offender Services from 2000 to 2005 and was a public safety policy analyst in the Office of Governor Gray Davis from 1999 to 2000. Tidwell was an attorney in private practice from 1997 to 1999. She earned a Juris Doctor degree from the Lincoln Law School of Sacramento. This position requires Senate confirmation and the compensation is $140,292. Tidwell is a Democrat.
Rodger Meier, 49, of Rescue, has been appointed deputy director of the California Department of Corrections and Rehabilitation Division of Rehabilitative Programs, where he has served as acting deputy director since 2013. Meier was special assistant to the executive officer at the California Board of Parole Hearings from 2009 to 2013 and a classification and parole representative at the California Department of Corrections and Rehabilitation’s California Out-of-State Correctional Facility from 2006 to 2009. He served as a correctional counselor at the California Department of Corrections and Rehabilitation Classification Services Unit from 2002 to 2006 and at the High Desert State Prison from 1998 to 2002. Meier served as a correctional officer at California State Prison, Sacramento from 1986 to 1998 and a staff sergeant in the California Army National Guard, 270th Military Police Company from 1981 to 1993. This position does not require Senate confirmation and the compensation is $136,200. Meier is registered decline-to-state.
Brian Duffy, 54, of Sacramento, has been appointed warden at the California Medical Facility in Vacaville, where he has served as acting warden since 2012 and was chief deputy administrator from 2011 to 2012. Duffy was a correctional administrator at the California Department of Corrections and Rehabilitation, Office of the Secretary from 2009 to 2011. He was a correctional captain at the California Department of Corrections and Rehabilitation, Division of Adult Institutions from 2008 to 2009 and held multiple positions at the California Medical Facility in Vacaville from 1994 to 2008, including acting facility captain, correctional captain, correctional health services administrator, lieutenant, sergeant and officer. He was a correctional officer at North Kern State Prison from 1993 to 1994 and at San Quentin State Prison in 1993. Duffy was an assistant and advocate at Duffy and Duffy from 1988 to 1992. This position does not require Senate confirmation and the compensation is $130,668. Duffy is a Republican.
