SACRAMENTO, Calif. /California Newswire/ — Calif. Governor Edmund G. Brown Jr. on Thursday announced the following appointments: First, Diana Dooley, 67, of Sacramento, has been appointed Executive Secretary in the Office of Governor Edmund G. Brown Jr. Dooley has served as Secretary of the California Health and Human Services Agency since 2011.

She was president and chief executive officer of the California Children’s Hospital Association from 2006 to 2011 and general counsel and vice president of Valley Children’s Hospital from 2000 to 2006. Dooley was a partner in the law firm Paden and Dooley from 1998 to 2000, was the research attorney for the Tulare County Superior Court from 1996 to 1998 and owned Dooley/Hill and Associates, a public relations and advertising agency in Visalia, from 1985 to 1995. She served as legislative director and special assistant in the Office of Governor Brown from 1975 to 1983 and was an analyst at the State Personnel Board from 1974 to 1975. She earned a Juris Doctor degree from the San Joaquin College of Law. This position does not require Senate confirmation and the compensation is $201,876. Dooley is a Democrat.

Michael Wilkening, 47, of Sacramento, has been appointed Secretary of the California Health and Human Services Agency, where he has served as undersecretary since 2008. He served in several positions at the California Department of Finance from 1995 to 2008, including program budget manager for the Health and Human Services Unit. Wilkening is executive sponsor of the California Health and Human Services Open Data Initiative and Agency Technology Governance Council. He earned a Master of Arts degree in political science from the University of California, Davis. This position requires Senate confirmation and the compensation is $201,869. Wilkening is a Republican.

Michelle Baass, 44, of Sacramento, has been appointed undersecretary of the California Health and Human Services Agency, where she has served as deputy secretary of the Office of Program and Fiscal Affairs since 2017. Baass served as deputy director at the California State Senate Committee on Budget and Fiscal Review from 2016 to 2017, where she was principal consultant from 2012 to 2016. She was deputy director at the California State Senate Office of Research from 2011 to 2012, where she was principal consultant from 2008 to 2011. Baass was a senior fiscal and policy analyst at the California Legislative Analyst’s Office from 2004 to 2008. She was a manager and consultant for Accenture from 1996 to 2004. Baass earned a Master of Public Policy and Administration degree from California State University, Sacramento. This position requires Senate confirmation and the compensation is $176,040. Baass is a Democrat.

Michael Jani, 65, of Santa Cruz, has been appointed to the California State Board of Forestry and Fire Protection. Jani has been senior forestry advisor at the Mendocino Redwood Company and the Humboldt Redwood Company since 2012, where he was chief forester from 2008 to 2012. He was president at the Mendocino Redwood Company from 2008 to 2012, where he was chief forester from 2000 to 2012. Jani was chief forester at the Big Creek Lumber Company from 1975 to 1999. This position requires Senate confirmation and the compensation is $100 per diem. Jani is a Republican.

Clifford Allen, 51, of Fresno, has been appointed to the California State Board of Fire Services. Allen has been battalion chief at the California Department of Forestry and Fire Protection since 2014, where he has served in several positions since 1985. He is president of CAL FIRE Local 2881. This position does not require Senate confirmation and there is no compensation. Allen is a Republican.

Brian Rice, 57, of Sacramento, has been appointed to the California State Board of Fire Services. Rice held several positions at the Sacramento Metropolitan Fire Protection District from 1985 to 2011, including deputy chief of operations, assistant chief and battalion chief. He was president of the Sacramento Area Firefighters Local 522 from 2002 to 2008 and from 2012 to 2018. Rice is president of the California Professional Firefighters. This position does not require Senate confirmation and there is no compensation. Rice is a Democrat.

Brenda Bruner, 58, of Oakland, has been appointed to the State 9-1-1 Advisory Board. Bruner has been manager of the Emergency Services Dispatch Unit at the Alameda County Sheriff’s Office since 2012, where she was supervisor from 2006 to 2012 and dispatcher from 1987 to 2006. She was a communications officer at the University of California Police Department, Berkeley from 1985 to 1987. Bruner is a member of the National Emergency Number Association and a member and immediate past president of the Northern California Chapter of the Association of Public-Safety Communications Officials. This position does not require Senate confirmation and there is no compensation. Bruner is a Democrat.

Troy Taira, 58, of Alameda, has been appointed to the Board of Parole Hearings, where he was a commissioner from 2016 to 2017. Taira has been an administrative law judge at the California Public Utilities Commission since 2018. Taira served as special assistant inspector general at the California Office of the Inspector General from 2013 to 2015 and administrative law judge at the California Office of Administrative Hearings from 2012 to 2013 and from 2009 to 2011. He served as a prosecutor and staff counsel for the U.S. Coast Guard from 1992 to 2009. Taira served as a defense attorney in the Fresno County Public Defender’s Office from 1991 to 1992. He served in the U.S. Navy Reserve from 1988 to 1992. Taira earned a Juris Doctor degree from the University of California, Davis School of Law. This position requires Senate confirmation and the compensation is $147,778. Taira is a Democrat.

Timothy Sheldon Jr., 41, of Bakersfield, has been appointed an alternate to the Commission on Correctional Peace Officer Standards and Training. Sheldon has been a correctional lieutenant at Kern Valley State Prison since 2013, where he has served in several positions since 2006, including correctional sergeant and correctional officer. He was a correctional officer at California State Prison, Corcoran from 2000 to 2006. He is supervisory vice president of the Kern Valley State Prison chapter of the California Correctional Peace Officers Association. This position does not require Senate confirmation and there is no compensation. Sheldon is a Republican.

Hilary D. Lentini, 52, of Los Angeles, has been appointed to the California Workforce Development Board. Lentini has been founder and chief executive officer at Lentini Design and Marketing Inc. since 1990. She is immediate past president of the National Association of Women Business Owners, Los Angeles Chapter Board of Directors and president-elect of the National Association of Women Business Owners, California Chapter. This position does not require Senate confirmation and the compensation is $100 per diem. Lentini is a Democrat.

Ingrid E. Braun, 50, of Mammoth Lakes, has been appointed to the State 9-1-1 Advisory Board. Braun has been sheriff-coroner and director of emergency services at the Mono County Sheriff’s Office since 2014, where she was deputy sheriff from 2012 to 2013 and extra-help deputy sheriff from 2011 to 2012. She was a reserve police officer at the Mammoth Lakes Police Department from 2013 to 2014 and served in several positions at the Los Angeles Police Department from 1990 to 2011, including police lieutenant, police detective, supervisor and police officer. This position does not require Senate confirmation and there is no compensation. Braun is a Democrat.

Hanan Harb-Patterson, 55, of San Diego, has been appointed to the State 9-1-1 Advisory Board. Harb-Patterson has been communications coordinator at the San Diego County Sheriff’s Department since 2000, where she has served in several positions since 1987, including dispatcher, dispatch supervisor and dispatch manager. She is a member of the National Emergency Number Association. This position does not require Senate confirmation and there is no compensation. Harb-Patterson is a Republican.

Scott Howland, 50, of El Dorado Hills, has been reappointed to the State 9-1-1 Advisory Board, where he has served since 2016. Howland has been chief information officer and chief of the Information Management Division at the California Highway Patrol since 2014, where he has served in several positions since 1990, including assistant chief in the Coastal Division and in the Office of the Assistant Commissioner for Leadership Development and Communications and captain in the Office of Special Representative. He earned a Doctor of Education degree in organizational leadership and a Master of Business Administration degree in management and leadership from the University of La Verne. This position does not require Senate confirmation and there is no compensation. Howland is registered without party preference.

Lee Ann Magoski, 42, of Petaluma, has been appointed to the State 9-1-1 Advisory Board. Magoski has been communications dispatch manager at the Marin County Sheriff’s Office since 2011. She served in several positions at the City of San Jose Fire Department from 2000 to 2011, including supervising public safety dispatcher, senior public safety dispatcher and public safety dispatcher. Magoski was a public safety dispatcher at the City of Escondido Police Department from 1996 to 2000. She is a member of the National Emergency Number Association and the Association of Public Safety Communications Officials. Magoski earned a Master of Arts degree in leadership from Saint Mary’s College of California. This position does not require Senate confirmation and there is no compensation. Magoski is a Democrat.
