SACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments to California positions in government: First, Bryan Beyer, 40, of Rancho Murieta, has been appointed director of the California Department of Corrections and Rehabilitation Division of Internal Oversight and Research, where he has been acting director since 2013.
Beyer was deputy director at the California Department of Corrections and Rehabilitation Office of Audits and Court Compliance from 2012 to 2013 and held multiple positions at the Office of the Inspector General from 2007 to 2012, including senior deputy inspector general and deputy inspector general. He held multiple positions at the California State Auditor’s Office, Bureau of State Audits from 1999 to 2007, including senior auditor, evaluator and staff services manager. Beyer was an auditor at Brickerhaven Consulting Group from 1996 to 1998. This position does not require Senate confirmation and the compensation is $136,212. Beyer is a Republican.
Kathleen Howard, 49, of Davis, has been appointed executive director of the California Board of State and Community Corrections effective October 1, 2013. Howard has been vice chair of the California Unemployment Insurance Appeals Board since 2011. She served in multiple positions at the California Judicial Council’s Administrative Office of the Courts from 1990 to 2011, including director, assistant director and legislative advocate in the Office of Governmental Affairs. Howard earned a Master of Public Policy degree from the University of California, Berkeley Goldman School of Public Policy. Doug Neilson, 63, of San Francisco has been appointed deputy director of marketing and business analysis at the California Department of Parks and Recreation. Neilson has been owner of the Clipper Street Cottage since 2012. He was director of business and corporate development at Four Years. Go. in 2011 and president and chief executive officer at VISIT Milwaukee from 2001 to 2009. Neilson was vice president of convention sales and services at the San Francisco Convention and Visitors Bureau from 1992 to 2000 and director of sales and marketing at the Grand Hyatt San Francisco from 1990 to 1992. Hildegarde Aguinaldo, 30, of Los Angeles, has been appointed to the California Acupuncture Board. Aguinaldo has been an associate at Lewis Brisbois Bisgaard and Smith LLP since 2008. Kitman Chan, 60, of San Francisco, has been appointed to the State of California Acupuncture Board. Chan has been deputy publisher of the Meizhou Huaren Wenyi magazine since 2007 and owner of Kitman Chan CPA since 1984. He is a member of the California Society of Certified Public Accountants. This position requires Senate confirmation and the compensation is $100 per diem. Chan is registered decline-to-state.
Jeannie Kang, 42, of Los Angeles, has been appointed to the California Acupuncture Board. Kang has been chief executive officer and president at Serenity Total Acupuncture Treatment Center since 1998 and a guest lecturer at South Baylo University since 2007. She was a lecturer of master case studies at the American Association of Oriental Medicine in 2007.
