California Gov. BrownSACRAMENTO, Calif. /California Newswire/ — On Wednesday, Calif. Governor Edmund G. Brown Jr. announced the following appointments: First, Brian Ferguson, 30, of Sacramento, has been appointed deputy director of public affairs at the California Department of General Services. Ferguson has been a communications specialist at the California Faculty Association since 2006.

He was a contributing writer at the Syracuse Post-Standard Sports Department in 2006 and a writer at the Marin Independent Journal Lifestyles Department from 2004 to 2005. Ferguson is a member of the California State Information Officers Council, the Society of Professional Journalists and the Sacramento Press Club. He earned a Master of Arts degree in magazine, newspaper and online journalism from Syracuse University. This position does not require Senate confirmation and the compensation is $87,504. Ferguson is a Democrat.

William Jahmal Miller, 37, of Sacramento, has been appointed deputy director at the California Department of Public Health Office of Health Equity. Miller has been a communications manager in brand communication for national community benefit, research and health policy at Kaiser Permanente since 2010. He held multiple positions at Sutter Health in Sacramento from 2002 to 2010, including hospital administration resident and regional manager of strategic marketing and communications. Miller was an analytic consultant at the Medstat Group from 2001 to 2002 and a consulting data analyst for state and government programs at Kaiser Permanente California Division from 1998 to 2001. Miller earned a Master of Healthcare Administration degree from the University of Southern California. This position requires Senate confirmation and the compensation is $139,992. Miller is a Democrat.

Brian Turner, 40, of Berkeley, has been appointed deputy executive director at the California Public Utilities Commission. Turner has been an assistant executive officer of federal climate policy at the California Air Resources Board since 2008. He was deputy director of the Washington, D.C. Office of the California Governor from 2008 to 2012 and a policy analyst at the International Council on Clean Transportation and the Bipartisan Policy Center from 2007 to 2008. Turner was a graduate student researcher and instructor at the University of California, Berkeley from 2004 to 2006 and a geographical information systems specialist at the Sonoma Land Trust from 2000 to 2003. Turner earned a Master of Science degree in energy and resources from the University of California, Berkeley and a Master of Public Policy degree from the University of California, Berkeley Goldman School of Public Policy. This position does not require Senate confirmation and the compensation is $124,656. Turner is registered decline-to-state.
