California Gov. BrownSACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments: First, Keely Bosler, 38, of Sacramento, has been appointed chief deputy director for budget at the California Department of Finance.

Bosler has served as staff director for the California State Senate Budget and Fiscal Review Committee since 2010. She was associate director, fiscal services at the California Department of Corrections and Rehabilitation budget management branch from 2009 to 2010 and a consultant for the California State Senate Budget and Fiscal Review Committee from 2004 to 2009. Bosler served as a fiscal and policy analyst at the California Legislative Analyst’s Office from 2000 to 2004. She earned a Master of Science degree in applied economics from Cornell University. This position does not require Senate confirmation and the compensation is $161,916. Bosler is registered decline-to-state.

Russell Henly, 55, of Sacramento, has been appointed assistant secretary of forest resources management at the California Natural Resources Agency. Henley has held multiple positions at the California Department of Forestry and Fire Protection since 1992, including assistant deputy director for resource protection and improvement, watershed assessment manager and policy and economics analyst. He was a research specialist at the University of Minnesota Department of Forest Resources from 1985 to 1987. Henly is a member of the Society of American Foresters. He earned a Doctor of Philosophy degree in wildland resource science from the University of California, Berkeley and a Master of Science degree in forest policy and economics from the University of Minnesota. This position does not require Senate confirmation and the compensation is $144,000. Henly is a Democrat.

Martin Hoshino, 49, of Folsom has been appointed undersecretary of operations at the California Department of Corrections and Rehabilitation, where he has held multiple positions since 2003, including acting undersecretary of operations, undersecretary of administration and offender services, executive officer at the Board of Parole Hearings and assistant secretary at the Office of Internal Affairs. Hoshino was chief assistant inspector general at the California Office of the Inspector General from 2000 to 2003, where he was assistant inspector general from 1999 to 2000. He held multiple positions at the California State Controller’s Office from 1988 to 1999, including project manager, agency telecommunications representative and staff analyst. Hoshino earned a Master of Arts degree in public administration and political science from the University of California, Davis. This position requires Senate confirmation and the compensation is $174,996. Hoshino is a Democrat.

Laura King Moon, 53, of Woodland, has been appointed chief deputy director at the California Department of Water Resources, where she has been a project manager for the Bay Delta Conservation Plan since 2011. Moon was assistant general manager at the State Water Contractors from 2000 to 2011 and director of strategic planning at the San Luis and Delta-Mendota Water Authority from 1997 to 1999. She was special assistant to the regional director at the U.S. Bureau of Reclamation from 1996 to 1997 and an environmental affairs officer at the East Bay Municipal Water District from 1994 to 1995. Moon was senior staff scientist at the Natural Resources Defense Council from 1977 to 1994. She earned a Master of Science degree in energy and resources from the University of California, Berkeley. This position does not require Senate confirmation and the compensation is $161,676. Moon is a Democrat.
