SACRAMENTO, Calif. /California Newswire/ — On Monday, Calif. Governor Edmund G. Brown Jr. announced the following state government appointments: First, Karin Schwartz, 49, of Berkeley, has been appointed deputy director and chief counsel for the California Department of Public Health. Schwartz has been a supervising deputy attorney general at the California Attorney General’s Office since 2003.
Schwartz was an associate at Munger Tolles and Olson LLP from 2000 to 2003 and at Debevoise and Plimpton from 1995 to 2000. Schwartz served as a law clerk for the Honorable Jack B. Weinstein at the U.S. District Court, Eastern District of New York from 1994 to 1995. Schwartz earned a Juris Doctor degree from Stanford Law School. This position does not require Senate confirmation and the compensation is $142,776. Schwartz is a Democrat.
Margaret Tatar, 55, of Carmichael, has been appointed assistant deputy director for health care delivery systems at the California Department of Health Care Services, where she has been chief of the Medi-Cal Managed Care Division since 2012. She was executive director of public affairs and director of compliance and regulatory affairs at CalOptima from 2003 to 2012, policy and planning manager at the Orange County Office on Aging from 2001 to 2003 and district office director for Assemblymember Lynn Daucher from 2000 to 2001. Tatar was a senior legislative attorney at the Colorado General Assembly, Office of Legislative Legal Services from 1993 to 1998 and chief legislative counsel for the Federated States of Micronesia Yap State Legislature from 1989 to 1993. She was an attorney in private practice from 1985 to 1989. Tatar earned a Juris Doctor degree from Villanova University School of Law. Victoria Rusnak, 45, of Pasadena, has been appointed to the California New Motor Vehicle Board, where she has served since 2009. Rusnak has held various positions at Rusnak Auto Group since 2006, including chief executive officer, president, chief operating officer and general counsel. She was an attorney in private practice from 1996 to 2006 and executive director of Washington Cease Fire from 1994 to 1995. She is a member of the California New Car Dealers Association and the National Automobile Dealers Association. Rusnak earned a Juris Doctor degree from Gonzaga University School of Law. David Robinson, 42, of Hanford, has been appointed to the California Council for Interstate Adult Offender Supervision. Robinson has been the Kings County sheriff-coroner since 2011. He was an investigator in the Kings County District Attorney’s Office from 2009 to 2011 and held multiple positions at the Kings County Sheriff’s Department from 1995 to 2009, including sergeant, senior deputy and deputy. Robinson served as a Kings County correctional officer in 1995. He was an instructor at the College of the Sequoias Police Academy from 2005 to 2010.This position does not require Senate confirmation and there is no compensation. James Salio, 51, of San Luis Obispo, has been appointed to the California Council for Interstate Adult Offender Supervision. Salio is the chief probation officer at the San Luis Obispo County Probation Department, where he has served in multiple positions since 1990, including assistant chief, division manager, supervising probation officer and probation officer. Lee Lor, 31, of Merced, has been appointed to the 35th District Agricultural Association, Merced County Fair Board. She was a domestic violence and sexual assault advocate at the Merced Valley Crisis Center from 2010 to 2011 and held multiple positions at the Merced County office of Education from 2004 to 2011, including executive secretary and secretary. Lor was a youth accountability board social investigator at the Merced County Probation Office from 2005 to 2006. She is a member of the Merced Lao Family Community Inc. Board of Directors and the Mercy Medical Center Merced Community Advisory Committee. Lor earned a Master of Business Administration degree from California State University, Fresno. Mark Anderson, 46, of Blythe, has been appointed to the 54th District Agricultural Association, Colorado River Fair Board. Anderson has been a correctional corporal at the Riverside County Sheriff’s Department since 1987. He is a business administrator at the TGP Youth Instructional Center. Nisha Noroian, 28, of Blythe, has been appointed to the 54th District Agricultural Association, Colorado River Fair Board. Noroian has been an assistant farm manager at Nish Noroian Farms since 2013.
