SACRAMENTO, Calif. /California Newswire/ — On Wednesday, Calif. Governor Edmund G. Brown Jr. announced the following appointments: First, Shelley Rouillard, 57, of Sacramento, has been appointed director of the California Department of Managed Health Care effective December 1, 2013, where she has served as chief deputy director since 2011. Rouillard served as deputy director of the California Managed Risk Medical Insurance Board, Benefits and Quality Monitoring Division from 2007 to 2011.
She was program director of the Legal Services of Northern California’s Health Rights Hotline from 2006 to 2007 and from 1996 to 2004. Rouillard was chief of health policy at the California Public Employees’ Retirement System Office of Health Policy and Plan Administration in 2005. She was the principal at Rouillard Consulting from 2001 to 2004 and director of network operations at the Healthcare Compare Corporation from 1991 to 1996. Rouillard was a legislative advocate at the California Rural Legal Assistance Foundation from 1987 to 1991. This position requires Senate confirmation and the compensation is $151,672. Christopher Lewis, 46, of Smartsville, has been appointed assistant deputy director of the California State Lottery Security and Law Enforcement Division. Stephen Tacchini, 58, of Danville, has been appointed deputy director of the California State Lottery Security and Law Enforcement Division. Tacchini has been a private investigator and law enforcement consultant since 2012. He held multiple positions at the San Francisco Police Department from 1977 to 2012, including deputy chief of police, commander of police and police captain. Tacchini is a member of the University of San Francisco Criminal Justice Leadership Advisory Board, the San Francisco Police Credit Union Board of Directors and the San Francisco Police Officers Association. Kilolo Brodie, 41, of Turlock, has been appointed to Area Board VI of the California State Council on Developmental Disabilities. Brodie has been an assistant professor in the California State University, Stanislaus Master of Social Work program since 2010 and was an assistant professor in the California State University, East Bay Master of Social Work program from 2008 to 2010. She was a project coordinator for the Title IV-E Child Welfare Stipend at California State University, East Bay from 2004 to 2008 and a supervised visitation program social worker at the Far Southeast Family Strengthening Collaborative in 2004. Brodie was a lecturer at the Catholic University of America and Eastern Mennonite University in 2003 and a family group conference project manager at the Columbia Heights Shaw Family Support Collaborative from 2001 to 2003.
