SACRAMENTO, Calif. /California Newswire/ — On Tuesday, Calif. Governor Edmund G. Brown Jr. announced the following appointments. Clark Ducart, 53, of Crescent City, has been appointed warden at Pelican Bay State Prison, where he has been acting warden since 2014 and has served in several positions since 1989, including chief deputy warden, correctional administrator, correctional captain, staff services manager, correctional lieutenant, sergeant and officer. He was a correctional officer at San Quentin State Prison from 1986 to 1989. This position does not require Senate confirmation and the compensation is $138,228. Ducart is a Republican.

Scott Frauenheim, 45, of Hanford, has been appointed warden at Pleasant Valley State Prison, where he has served as acting warden since 2013. Frauenheim held multiple positions at Avenal State Prison from 2009 to 2013, including chief deputy warden and correctional administrator. He was facility captain at the California Substance Abuse Treatment Facility from 2007 to 2009 and at Kern Valley State Prison from 2006 to 2007. Frauenheim held multiple positions at the California Substance Abuse Treatment Facility from 2001 to 2006, including correctional counselor supervisor and correctional counselor specialist. He held multiple positions at Pleasant Valley State Prison from 1997 to 2001, including correctional counselor and correctional officer. Frauenheim was a correctional officer at Ironwood State Prison from 1994 to 1997 and at the Richard A. McGee Correctional Training Center in 1994. This position does not require Senate confirmation and the compensation is $138,228. Frauenheim is a Republican.

Joe Lizarraga, 51, of Fair Oaks, has been appointed warden at Mule Creek State Prison, where he has served as acting warden since 2013. Lizarraga was chief deputy warden at Mule Creek State Prison from 2011 to 2013 and held multiple positions at California State Prison, Sacramento from 2008 to 2010, including acting chief deputy administrator and associate warden. He was associate warden at the Deuel Vocational Institution from 2006 to 2008 and was a correctional captain at the California Department of Corrections and Rehabilitation Division of Correctional Health Care Services from 2005 to 2006. Lizarraga held multiple positions at the California Medical Facility from 1996 to 2005, including correctional captain, lieutenant and employee relations officer. He was a labor relations specialist at the California Department of Corrections and Rehabilitation Office of Labor Relations from 1995 to 1996 and held multiple positions at San Quentin State Prison from 1986 to 1995, including correctional sergeant and officer. This position does not require Senate confirmation and the compensation is $138,228. Lizarraga is a Democrat.

Timothy Perez, 49, of Chino, has been appointed warden at the California Institution for Men, where he has served as acting warden since 2013. Perez was chief deputy warden at California State Prison, Corcoran from 2012 to 2013 and held multiple positions at the High Desert State Prison from 1995 to 2012, including associate warden, captain, correctional captain, lieutenant and sergeant. He was a correctional sergeant at the California Correctional Center from 1994 to 1995 and a correctional officer at Pelican Bay State Prison from 1992 to 1994. Perez was a correctional officer at the California Rehabilitation Center from 1987 to 1992. This position does not require Senate confirmation and the compensation is $138,228. Perez is a Democrat.

Kevin Fat, 46, of Sacramento, has been appointed to the California Travel and Tourism Commission. Fat has been chief operating officer at the Fat Family Restaurant Group since 2013, where he has held several positions since 2003, including director of business administration, manager at Fat’s Asia Bistro and Fat City Bar and Cafe and general manager at Frank Fat’s Restaurant. He was project manager at Oracle Corporation from 2002 to 2003, where he worked as internal customer technical support from 1998 to 2002. Fat is a member of the Capital Regional Family Business Center Board and the Sacramento Asian Pacific Islander Chamber of Commerce. Sima Patel, 52, of Oakland, has been appointed to the California Travel and Tourism Commission, where she served as an elected member from 2006 to 2014. Patel has been director of operations at Balaji Alameda LLC, DBA Hampton Inn and Suites since 2008 and at Balaji Enterprises LLC, DBA Holiday Inn Express Hotel and Suites since 1999. She was director of operations sales at Holiday Inn Express of Fortuna from 1993 to 1999. Patel is a member of the Oakland Convention and Visitors Bureau, the California Lodging Industry Association and the Oakland Rotary Club. She was chair of the California Lodging Industry Association Board in 2004. This position does not require Senate confirmation and there is no compensation. Robert Schlesinger, 50, of Signal Hill, has been appointed to Area Board X of the State Council on Developmental Disabilities. Schlesinger has been a per diem counselor at Twin Town Treatment Centers Inc. since 2013. He was a volunteer counselor at the Robert A. Millikan Senior High School from 2012 to 2013 and an HIV test counselor volunteer at the Center Orange County from 2012 to 2013 and at the AIDS Healthcare Foundation from 2011 to 2012. Schlesinger was a volunteer counselor at the Blind Children’s Learning Center from 2009 to 2013. He is a member of the California Association of Alcohol and Drug Addiction Counselors and the California Association of Marriage and Family Therapists. He earned a Master of Science degree in counseling from California State University, Long Beach. This position does not require Senate confirmation and there is no compensation. Schlesinger is a Democrat.

Debby Bedwell, 61, of Granite Bay, has been appointed to the 20th District Agricultural Association, Gold Country Fair Board of Directors. Bedwell was senior vice president and market manager at JP Morgan Chase of Northern California from 2008 to 2011. She was senior vice president and division executive for Utah, Colorado and California at Washington Mutual from 1998 to 2008. Bedwell is president of Soroptimist International of South Placer and a member of the Friends of the Granite Bay Library Board and the Children’s Tumor Foundation Board. This position does not require Senate confirmation and there is no compensation. Bedwell is registered without party preference.

Fred A. Rowley, Jr., 43, of South Pasadena, has been appointed to the California Commission on Uniform State Laws. Rowley has been an adjunct professor of law at the University of California, Los Angeles School of Law since 2014 and a litigation partner at Munger, Tolles and Olson LLP since 2008. He served as an assistant U.S. attorney at the U.S. Attorney’s Office, Central District Court of California Criminal Appeals Section from 2002 to 2006 and was a law clerk for the Honorable David F. Levi at the U.S. District Court, Eastern District of California from 1998 to 1999 and for the Honorable James R. Browning at the U.S. Court of Appeals, Ninth Circuit from 1997 to 1998. He was a research assistant for Professor Arthur R. Miller at Harvard Law School from 1995 to 1997. Rowley is a former president of the Federal Bar Association of Los Angeles and is a member and member ex officio of the association’s board. He is a member of the Center for Asian Americans United for Self-Empowerment Board and the Foothill Family Service Board. He is an elected member of the American Law Institute and the California Academy of Appellate Lawyers and is co-chair of the Central District of California Lawyer Representatives to the Ninth Circuit Judicial Conference and a co-chair of the Amicus Brief Committee for the National Asian Pacific American Bar Association. Rowley earned a Juris Doctor degree from Harvard Law School. This position does not require Senate confirmation and the compensation is $100 per diem. Rowley is a Democrat.
