Governor Edmund G. Brown Jr. today announced the appointment of Carrie McIntyre Panetta to a judgeship in the Monterey County Superior Court.
Panetta, 46, has been a criminal executive judge at the Alameda County Superior Court since 2011, where she has served as a superior court judge since 2007. She served as a deputy district attorney at the Alameda County District Attorney’s Office from 1999 to 2007 and was an associate at Brobeck Phleger and Harrison LLP from 1992 to 1999. Panetta earned a Juris Doctor degree from the University of Virginia School of Law and a Bachelor of Arts degree from the University of North Dakota. She fills the vacancy created by the retirement of Judge Terrance R. Duncan. Panetta is a Democrat. The compensation for this position is $178,789.

Honer, 52, of Santa Ana, has been of counsel at Frank P. Barbaro and Associates since 2013, where she was a senior associate and trial attorney from 2011 to 2013. She was a senior legal research attorney and coordinating attorney at the Superior Court of California, County of Orange from 2004 to 2011 and a deputy district attorney at the Orange County District Attorney’s Office in 2010. Honer was an associate litigation attorney and supervisor at Horton Barbaro and Reilly from 2003 to 2004 and sole practitioner at the Law Office of Sherri L. Honer from 2000 to 2003. She was a panel attorney at Appellate Defenders Inc. from 2000 to 2002, an associate attorney at Callahan McCune and Willis LLP from 1998 to 2000 and a district attorney at the Orange County District Attorney’s Office from 1997 to 1998. Honer was an associate attorney at Callahan McCune and Willis LLP from 1996 to 1997. She earned a Juris Doctor degree from Western State University, College of Law and a Bachelor of Science Laws degree from Western State University, College of Law. She fills the vacancy created by the conversion of a court commissioner position on January 1, 2012. Honer is a Democrat.
Motoike, 45, of Long Beach, has served as a senior deputy public defender at the Orange County Public Defender’s Office since 2008. She was a trial attorney at the United Nations Office of the Prosecutor, International Criminal Tribunal for the former Yugoslavia from 2006 to 2008 and a deputy public defender at the Orange County Public Defender’s Office from 1994 to 2006. Motoike earned a Juris Doctor degree from Loyola Law School, Los Angeles and a Bachelor of Arts degree from the University of California, Irvine. She fills the vacancy created by the retirement of Judge Nancy A. Pollard. Motoike is a Democrat.

O’Rane, 40, of Altadena, has served as a deputy capital defender at the Riverside County Capital Defender’s Office since 2010. She served as a deputy public defender at the Riverside County Public Defender’s Office from 2000 to 2010. She was an associate attorney at Willoughby and Associates from 1999 to 2000. O’Rane earned a Juris Doctor degree from the Pepperdine University School of Law and a Bachelor of Arts degree from the University of California, Los Angeles. She fills the vacancy created by the conversion of a court commissioner position on October 12, 2012. O’Rane is a Democrat. The compensation for this position is $178,789.

She was an adjunct professor at the University of San Diego Law School from 2010 to 2012 and at the Thomas Jefferson School of Law in 2011. Parker held multiple positions at Robbins Geller Rudman and Dowd LLP from 1991 to 2011, including of counsel, partner and associate. She was a litigation associate at Lankenau Kovner and Bickford LLP from 1988 to 1990 and at Paul Weiss Rifkind Wharton and Garrison LLP from 1983 to 1988. Parker was a law clerk for the Honorable Frank J. Battisti at the U.S. District Court, Northern District of Ohio from 1982 to 1983. She earned a Juris Doctor degree from Harvard Law School and a Bachelor of Arts degree from State University of New York at Binghamton. She fills the vacancy created by the retirement of Judge Luis R. Vargas. Parker is a Democrat.
Washington, 54, of Temecula, has served as a deputy public defender at the San Diego County Public Defender’s Office, Office of the Primary Public Defender since 1994 and has been an adjunct professor at the University of San Diego School of Law since 2003. He earned a Juris Doctor degree from California Western School of Law and a Bachelor of Business Administration degree from San Diego State University. He fills the vacancy created by the retirement of Judge George W. Clarke. Washington is a Republican.

Kulkarni, 41, of Palo Alto, has been senior counsel in the University of California, Office of the General Counsel’s litigation group since 2011. He held multiple positions at Morrison and Foerster LLP from 1998 to 2011, including partner and associate. Kulkarni served as a law clerk for the Honorable Oliver W. Wanger, U.S. District Court for the Eastern District of California from 1996 to 1997. Kulkarni earned a Juris Doctor degree from the University of California, Hastings College of the Law and a Bachelor of Science degree from the University of California, Berkeley. He fills the vacancy created by the retirement of Judge Marcel B. Poche. Kulkarni is a Democrat. According to the South Asian Bar Association of Northern California, he will be the first South Asian American judge ever appointed in Northern California.
Pegg, 52, of San Jose, has been assistant county counsel at the Santa Clara County Office of the County Counsel since 2013, where she has served in multiple positions since 2001, including acting county counsel, lead deputy county counsel and deputy county counsel. She was of counsel at Hoge Fenton Jones and Appel Inc. from 1999 to 2001 and served in multiple positions at Burke Williams and Sorensen from 1992 to 1999, including partner and associate attorney. Pegg was a labor and employment associate attorney at Kauff, McClain and McGuire from 1989 to 1990 and a labor and employment associate at Wise and Shepard from 1987 to 1989.
