Calif. Governor BrownSACRAMENTO, Calif. /California Newswire/ — Governor Edmund G. Brown Jr. on Thursday announced the following appointments: First, Paul Helliker, 55, of Berkeley, has been appointed deputy director at the California Department of Water Resources. Helliker has been executive advisor at the Marin Municipal Water District since 2012 and general manager there from 2004 to 2012.

He was director at the California Department of Pesticide Regulation from 1999 to 2004 and executive director at Clean Air Force from 1997 to 1999. Helliker also served as vice president at Calstart from 1993 to 1997 and assistant secretary at the California Environmental Protection Agency from 1991 to 1993. He earned a Master of Science degree in environmental engineering from Stanford University. This position does not require Senate confirmation and the compensation is $150,000. Helliker is a Democrat.

Fred Hiestand, 69, of Sacramento, has been appointed to the Alcoholic Beverage Control Appeals Board. Hiestand has been president of Fred J. Hiestand APC since 1978. He was an attorney at Coppelman and Hiestand from 1974 to 1977, at Public Advocates from 1972 to 1974 and at California Rural Legal Assistance from 1968 to 1972. Hiestand earned a Juris Doctorate degree from the University of California, Berkeley School of Law. This position requires Senate confirmation and the compensation is $25,500. Hiestand is a Democrat.

David “Jerry” Hill, 65, of Lincoln, has been appointed as California State Printer. Hill has been a communications manager at the California Department of Justice, Office of Attorney General since 2006. He was president of Hills Consulting from 2001 to 2006, president at Consolidated Graphics and Paragraphics from 1998 to 2001 and western states senior account representative at Cenveo from 1997 to 1998. Hill served as national sales manager with UARCO from 1996 to 1997, western regional sales manager at Western Publishing Company from 1994 to 1996 and director of sales and marketing for Pizazz Printing from 1987 to 1994. He was the director of sales and operations at Smith Erickson Advertising from 1985 to 1987 and general manager of Saga Corporation Contract with K/P Graphics Corporation from 1978 to 1985. This position does not require Senate confirmation and the compensation is $94,176. Hill is a Republican.
