California Gov. BrownSACRAMENTO, Calif. /California Newswire/ — On Tuesday, Calif. Governor Edmund G. Brown Jr. announced the following appointments: First, Judith Frank, 71, of Los Angeles, was appointed to the California Health Facilities Financing Authority. Frank has been owner and principal at Asset Strategies since 1993. She was a consulting project executive at the California Department of General Services from 1996 to 2004 and vice president of real estate development at Warner Brothers from 1988 to 1992. Frank is a member of the Urban Land Institute, the FilmL.A. Inc. board of directors and the Los Angeles County Capital Asset Leasing Corporation. She is chair of the San Fernando Redevelopment Dissolution Oversight Board.

Frank earned a Master of Business Administration degree from the University of California, Los Angeles Anderson School of Management and a Master of Science degree in city and regional planning from the University of Southern California. This position requires Senate confirmation and there is no compensation. Frank is a Republican.

Ennette Morton, 50, of Moreno Valley, has been appointed to the California Cultural and Historical Endowment. Morton has served as director of academic affairs at the Pepperdine University Graziadio School of Business and Management since 2013. She was director at the Riverside Metropolitan Museum from 2006 to 2012, a public information officer for the City of Riverside from 2004 to 2006 and a corporate communications coordinator at Credit Union Direct Lending from 2002 to 2004. Morton is a member of California Women Lead and the American Association of Museums. She earned a Doctor of Education degree from Pepperdine University. This position does not require Senate confirmation and the compensation is $100 per diem. Morton is a Democrat.

Rosslynn Byous, 51, of Rancho Cucamonga, has been appointed to the California Healthcare Workforce Policy Commission, where she has served since 2010. Byous has been director at the Physician Assistant Program and assistant professor at the Moreno Valley College-Riverside Community College District since 2012. She held multiple positions at Charles R. Drew University of Medicine and Science from 2010 to 2012, including associate dean of administration for the College of Science and Health. Byous held multiple positions at the University of Southern California Keck School Of Medicine from 2002 to 2010, including assistant professor and held multiple positions at the Western University of Health Sciences from 1991 to 2002, including associate professor. She earned a physician assistant certificate from the Charles R. Drew University of Medicine and Science Medex Program. This position does not require Senate confirmation and the compensation is $100 per diem. Byous is a Democrat.

Elizabeth Dolezal, 64, of Carmichael, has been appointed to the California Healthcare Workforce Policy Commission, where she has served since 2006. Dolezal was a consultant at Cooperative Personnel Services from 2006 to 2010 and served in multiple positions at the California Department of Developmental Services from 1993 to 2006, including branch manager. This position does not require Senate confirmation and the compensation is $100 per diem. Dolezal is registered decline-to-state.

Khatera Aslami-Tamplen, 34, of Fairfield, has been appointed to the California Mental Health Services Oversight and Accountability Commission. Aslami-Tamplen has been consumer relations manager at Alameda County Behavioral Health Care Services since 2012. She was executive director at Peers Envisioning and Engaging in Recovery Services from 2007 to 2012 and served in multiple positions at the Telecare Corporation Villa Fairmont Mental Health Rehabilitation Center from 2002 to 2007, including director of rehabilitation. Aslami-Tamplen is a member of the Client and Family Leadership Committee of the California Mental Health Services Oversight and Accountability Commission and a founding member of the California Association of Mental Health Peer Run Organizations. This position does not require Senate confirmation and there is no compensation. Aslami-Tamplen is a Democrat.

John Buck, 61, of Folsom, has been appointed to the California Mental Health Services Oversight and Accountability Commission. Buck has served in multiple positions at Turning Point Community Programs since 1977, including chief executive officer. He is a member of the Rotary Club of Sacramento and the Sacramento County Developmental Disabilities Planning and Advisory Council. Buck earned a Master of Business Administration degree from National University. This position does not require Senate confirmation and there is no compensation. Buck is a Democrat.

Scott Sillers, 52, of Oakland, has been appointed to the California Health Professions Education Foundation Board of Directors, where he has served since 2010. Sillers was a partner at Levensohn Venture Partners from 2009 to 2010, president at Melvin Securities from 2003 to 2006 and director of the Wall Street Project’s trade bureau from 1999 to 2003. He was a consultant at Lance Inc. in 1999 and at Howard Schwartz Recording in 1998 and was director of business development at the Upper Manhattan Empowerment Zone Development Corporation from 1996 to 1997. Sillers held multiple positions at 40 Acres and a Mule from 1991 to 1995, including director and chief financial officer. He is the scholarship co-chair at the Socrates Society and a board member of the National Character and Education Partnership and the Bentley School.
