SACRAMENTO, Calif. /California Newswire/ — Calif. Governor Edmund G. Brown Jr. today announced the following appointments: First, Elaine Howle, 54, of El Dorado Hills, has been appointed state auditor for the California State Auditor’s Office. Howle has served in multiple positions at the California State Auditor’s Office since 1993, including state auditor, deputy state auditor and principal auditor. She served as supervising state financial examiner for the California Employment Development Department from 1992 to 1993 and in multiple positions for the Office of the Auditor General from 1983 to 1992, including supervising auditor and entry-level auditor. She is president of the National State Auditors Association (NSAA) and serves on various committees for NSAA.
Howle is a member of the U.S. Government Accountability Office, Domestic Accountability Working Group and the Executive Committee for the National Association of State Auditors, Comptrollers, and Treasurers, as well as the American Institute of Certified Public Accountants, the Association of Government Accountants and the National Legislative Program Evaluation Society. She is a certified public accountant and a certified government financial manager. Howle earned a Master of Business Administration degree from California State University, Sacramento. Anthony Lucero, 46, of Herald, has been appointed deputy director of operations and programs at the Division of Juvenile Justice at the California Department of Corrections and Rehabilitation. Lucero has been assistant chief of labor at the CDCR Office of Labor Relations since 2011. He has served in various positions at the Division of Juvenile Justice since 1988, including major, lieutenant, sergeant, administrator, treatment team supervisor, senior youth correctional counselor and youth correctional counselor. Daniel Stone, 48, of Folsom, has been appointed director of the Division of Adult Parole at the California Department of Corrections and Rehabilitation (CDCR) where he has served since 2008. Stone has worked in multiple positions at CDCR since 1987, including regional parole administrator, associate director at the Division of Adult Parole Operations, parole administrator, correctional counselor, correctional officer and parole agent I, II and III. This position requires Senate confirmation and the compensation is $143,904. Stone is a Republican.
Michael Ball, 47, of Macdoel, has been appointed to the 10a District Agricultural Association, Tulelake-Butte Valley Fair Board. Ball is a project executive at IBM Corporation, where he has held multiple positions since 1991. He is a member of the Project Management Institute. Greg Herman, 46, of Tulelake, has been appointed to the 10a District Agricultural Association, Tulelake-Butte Valley Fair Board. Herman has held multiple positions at the Siskiyou County Department of Agricultural since 1989, including assistant agricultural commissioner, deputy agricultural commissioner and agricultural biologist. He was feedlot operations manager at Swan Lake Feeders Inc. from 1992 to 1998. Herman is a committee member of Tulelake High School Future Farmers of America, a member and past president of Pheasants Forever Habitat Conservation and an advisor for the Winenea 4-H Club. Gayle Ratliff, 60, of Tulelake, has been appointed to the 10a District Agricultural Association, Tulelake-Butte Valley Fair Board, where she has served since 2002. She was a lab tech at the City of Tulelake, Department of Public Works from 1980 to 1994 and was assistant general manager and starch chemist at Western Polymer Corporation from 1978 to 1989. Les Gardner, 66, of Felton, has been appointed to the 14th District Agricultural Association, Santa Cruz County Fair Board. Diana Moreno-Inman, 48, of Watsonville, has been appointed to the 14th District Agricultural Association, Santa Cruz County Fair Board. She was owner and management consultant at Moreno Inman and Associates from 2006 to 2011 and was program coordinator at the Mariposa County Unified School District from 2003 to 2006.
