SACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments to California positions in government: First, Bryan Beyer, 40, of Rancho Murieta, has been appointed director of the California Department of Corrections and Rehabilitation Division of Internal Oversight and Research, where he has been acting director since 2013.

Calif Gov BrownBeyer was deputy director at the California Department of Corrections and Rehabilitation Office of Audits and Court Compliance from 2012 to 2013 and held multiple positions at the Office of the Inspector General from 2007 to 2012, including senior deputy inspector general and deputy inspector general. He held multiple positions at the California State Auditor’s Office, Bureau of State Audits from 1999 to 2007, including senior auditor, evaluator and staff services manager. Beyer was an auditor at Brickerhaven Consulting Group from 1996 to 1998. This position does not require Senate confirmation and the compensation is $136,212. Beyer is a Republican.

Kathleen Howard, 49, of Davis, has been appointed executive director of the California Board of State and Community Corrections effective October 1, 2013. Howard has been vice chair of the California Unemployment Insurance Appeals Board since 2011. She served in multiple positions at the California Judicial Council’s Administrative Office of the Courts from 1990 to 2011, including director, assistant director and legislative advocate in the Office of Governmental Affairs. Howard earned a Master of Public Policy degree from the University of California, Berkeley Goldman School of Public Policy. This position requires Senate confirmation and the compensation is $135,000. Howard is a Democrat.

Doug Neilson, 63, of San Francisco has been appointed deputy director of marketing and business analysis at the California Department of Parks and Recreation. Neilson has been owner of the Clipper Street Cottage since 2012. He was director of business and corporate development at Four Years. Go. in 2011 and president and chief executive officer at VISIT Milwaukee from 2001 to 2009. Neilson was vice president of convention sales and services at the San Francisco Convention and Visitors Bureau from 1992 to 2000 and director of sales and marketing at the Grand Hyatt San Francisco from 1990 to 1992. He was director of marketing at Park Lane Hotels International from 1988 to 1990 and director of sales and marketing at the Parc 55 Hotel from 1985 to 1988. Neilson was national sales manager at the Westin St. Francis Hotel from 1975 to 1985. This position does not require Senate confirmation and the compensation is $115,008. Neilson is a Democrat.

Hildegarde Aguinaldo, 30, of Los Angeles, has been appointed to the California Acupuncture Board. Aguinaldo has been an associate at Lewis Brisbois Bisgaard and Smith LLP since 2008. She was deputy of health and legal affairs at the Office of Los Angeles City Councilmember Richard Alarcón in 2008, a law clerk at the Los Angeles City Attorney’ s Office Airport Division from 2006 to 2007 and administrative specialist for health education at the Kaiser Foundation Hospital from 2004 to 2005. Aguinaldo is a community board member of the Northridge Hospital Medical Center and commissioner on the Los Angeles County Hospitals and Health Care Delivery Commission. She earned a Juris Doctorate degree from the Southwestern Law School. This position requires Senate confirmation and the compensation is $100 per diem. Aguinaldo is a Democrat.

Kitman Chan, 60, of San Francisco, has been appointed to the State of California Acupuncture Board. Chan has been deputy publisher of the Meizhou Huaren Wenyi magazine since 2007 and owner of Kitman Chan CPA since 1984. He is a member of the California Society of Certified Public Accountants. This position requires Senate confirmation and the compensation is $100 per diem. Chan is registered decline-to-state.

Jeannie Kang, 42, of Los Angeles, has been appointed to the California Acupuncture Board. Kang has been chief executive officer and president at Serenity Total Acupuncture Treatment Center since 1998 and a guest lecturer at South Baylo University since 2007. She was a lecturer of master case studies at the American Association of Oriental Medicine in 2007. Kang earned a Master of Arts degree in acupuncture and oriental medicine from South Baylo University. This position requires Senate confirmation and the compensation is $100 per diem. Kang is a Democrat.

Adan Ortega, 50, of Fullerton, has been appointed to the California Water Commission. Ortega has been the sole proprietor of Adan Ortega Associated since 2009. He was deputy managing partner at Rose and Kindel from 2005 to 2008 and vice president of external affairs at the Metropolitan Water District of Southern California from 1999 to 2005. Ortega was chief deputy secretary of state at the Office of the California Secretary of State from 1997 to 1999 and assistant general manager at the West and Central Basin Municipal Water Districts from 1994 to 1997. He was vice president at the Dolphin Group from 1985 to 1993. Ortega is chair of Mujeres de La Tierra and an advisory council member at Southern California Sustainable Conservation. This position requires Senate confirmation and the compensation is $100 per diem. Ortega is registered decline-to-state.

David Orth, 55, of Clovis, has been appointed to the California Water Commission. Orth has been general manager of the Kings River Conservation District since 2002. He was vice president of resource management at California Valley Land Company Inc. from 2000 to 2002 and held multiple positions at Westlands Water District from 1986 to 2000, including general manager and director of finance. Orth was deputy treasurer and principal accountant at the Fresno County Auditor-Controller and Treasurer’s Office from 1982 to 1986. This position requires Senate confirmation and the compensation is $100 per diem. Orth is a Republican.

John Eisenhut, 67, of Turlock, has been appointed to the California Air Resources Board. Eisenhut has been manager of grower relations at Hilltop Ranch Inc. since 1994 and owner of Eisenhut Farms since 1975. He was a field representative at the Dole Dried Fruit and Nut Company from 1989 to 1994 and a technical staff member at Tecolote Research Inc. from 1975 to 1976 and at the General Research Corporation from 1972 to 1974. Eisenhut served as an infantry platoon sergeant in the U.S. Army, 1st Division from 1967 to 1969 and received the Purple Heart for his service. He is a member of the Stanislaus County Farm Bureau. Eisenhut earned a Master of Arts degree in economics from the University of California, Santa Barbara. This position requires Senate confirmation and the compensation is $41,889. Eisenhut is a Democrat.
