SACRAMENTO, Calif. /California Newswire/ — Calif. Governor Edmund G. Brown Jr. on Tuesday announced the following appointments: First, Steven Bohlen, 61, of Sonoma, has been appointed supervisor of the California Department of Conservation Division of Oil, Gas and Geothermal Resources. Bohlen has been program director at the Lawrence Livermore National Laboratory since 2013, where he was deputy program director from 2011 to 2013.

Bohlen was a research professor and interim director of the Integrated Ocean Drilling Program at Texas A and M University from 2008 to 2010 and chief executive officer at Joint Oceanographic Institutions from 2000 to 2008. He was a consulting professor at Stanford University from 1995 to 1999 and held multiple positions at the U.S. Geological Survey from 1988 to 2000, including associate chief geologist and research geologist. Bohlen was an assistant associate professor at the State University of New York at Stony Brook from 1982 to 1988. Bohlen earned a Doctor of Philosophy degree and Master of Science degree in geology from the University of Michigan. Bohlen will be on loan from the Lawrence Berkeley National Laboratory, where his salary is $232,000. This position does not require Senate confirmation. Bohlen is a Democrat.

Edward O’Neill, 62, of San Rafael, has been appointed senior advisor on California Public Utilities Commission modernization and reform. He has been a partner at Davis Wright Tremaine LLP since 2000. O’Neill was counsel at Jeffer Mangels Butler and Marmaro from 1998 to 2000 and held multiple positions at the California Public Utilities Commission from 1978 to 1998, including assistant general counsel, administrative law judge, staff litigation counsel and legal advisor. He earned a Juris Doctor degree from the Boston College Law School. This position does not require Senate confirmation and the compensation is $134,508. O’Neill is a Democrat.

Diana Toche, 48, of Sacramento, has been appointed undersecretary of health care services at the California Department of Corrections and Rehabilitation. Toche has been acting undersecretary of administration and offender services at the California Department of Corrections and Rehabilitation since 2013, where she has served in multiple positions since 2009, including acting director of the Division of Health Care Services and statewide dental director. She was dental director at Central Valley Indian Health Inc. from 1991 to 2008 and an associate dentist at the Office of Dr. Michael Crookham from 1989 to 1991 and at the Office of Dr. Gene Towery from 1989 to 1990. Toche earned a Doctor of Dental Surgery degree from the University of the Pacific. This position requires Senate confirmation and the compensation is $237,868. Toche is registered without party preference.

Erin Hafkenschiel Donnelly, 31, of San Francisco, has been appointed to the Off-Highway Motor Vehicle Recreation Commission. Hafkenschiel Donnelly has been an associate at the California Environmental Associates since 2013 and was director of the Bay Area Council Foundation from 2012 to 2013. She was a summer associate at Forest City Enterprises in 2011 and a graduate school intern at Calthorpe Associates in 2010. Hafkenschiel Donnelly was a Fulbright Scholar from 2008 to 2009 and a program associate at the William and Flora Hewlett Foundation from 2006 until 2008. She earned a Master of Public Policy and Urban Planning degree from the Harvard University, Kennedy School of Government. This position requires Senate confirmation and there is no compensation.
