SACRAMENTO, Calif. /California Newswire/ — On Wednesday, Calif. Governor Edmund G. Brown Jr. announced the appointment of Camille Wagner as legislative affairs secretary in the Office of the Governor, replacing Gareth Elliott, who has served in that role since 2011. Elliott will pursue opportunities in the private sector, and last week was appointed to the University of California Board of Regents by the Governor.

“Gareth has provided wise counsel and invaluable advice for the past four years, and he will continue to ably serve Californians in his new role on the Board of Regents,” said Governor Brown. “Camille is a trusted advisor and will step into this new role without missing a beat.”

Wagner, 32, of Sacramento, has been appointed legislative affairs secretary in the Office of the Governor, where she has served as chief deputy legislative affairs secretary since 2013 and was deputy legislative affairs secretary from 2011 to 2013. Wagner was legislative director for California Assemblymember Steven Bradford from 2009 to 2011, a legislative aide for California State Senator Christine Kehoe from 2005 to 2009 and a Senate fellow for the California Senate Fellows Program from 2004 to 2005. This position does not require Senate confirmation and the compensation is $140,004. Wagner is a Democrat

The Governor also announced the following appointments:

Donna Campbell, 55, of Sacramento, has been appointed deputy legislative affairs secretary in the Office of the Governor. Campbell has served as deputy secretary for legislative affairs at the California Health and Human Services Agency since 2011. She served as the deputy secretary for legislation and general counsel at the Business, Transportation and Housing Agency from 1995 to 2001 and was deputy director for legislation at the Department of Fair Employment and Housing from 1994 to 1995. This position does not require Senate confirmation and the compensation is $138,108. Campbell is a Democrat.

Bob Franzoia, 62, of Sacramento, has been appointed chief deputy appointments secretary in the Office of the Governor. Franzoia served as a consultant for the California State Senate Office of Research from 2013 to 2014 and was director of bill assignments for the California State Senate Rules Committee from 2012 to 2013. He served in several positions at the California State Senate Appropriations Committee from 1990 to 2012, including staff director, principal and senior consultant. Franzoia was an associate consultant for the California Joint Committee on Prison Construction and Operation from 1989 to 1990 and served as an administrative assistant in the Office of California State Senator Robert Presley from 1986 to 1989 and in the Office of California State Senator John Garamendi from 1980 to 1984. He was a legislative analyst at the County Supervisors Association of California from 1985 to 1986. Franzoia earned a Master of Science degree in counseling and experimental psychology from California State University, Chico. This position does not require Senate confirmation and the compensation is $125,016. Franzoia is a Democrat.

Michael R. O. Martinez, 37, of Sacramento, has been appointed deputy legislative affairs secretary in the Office of the Governor, where he has served as deputy appointments secretary since 2013. He was deputy insurance commissioner and legislative director for Insurance Commissioner Dave Jones at the California Department of Insurance from 2011 to 2013, legislative advocate and manager of public affairs at Manatt, Phelps and Phillips LLP from 2000 to 2011 and client executive at Burson-Marsteller from 1999 to 2000. Martinez is vice chair of the Cares Community Health Board of Directors, president of the CARES Foundation Board of Directors and a member of the Stanford Alumni Association and the Stonewall Democratic Club of Greater Sacramento. This position does not require Senate confirmation and the compensation is $123,204. Martinez is a Democrat.

Lark Park, 45, of Sacramento, has been appointed Senior Advisor for Policy in the Office of the Governor, where she has served as deputy legislative affairs secretary since 2011. Park was a consultant to the California State Senate Committee on Human Services from 2009 to 2011 and to the Committee on Health from 2005 to 2009. She served as a legislative aide and consultant to State Senator Gloria Romero in 2005 and as legislative aide and press secretary to State Assemblymember Joe Simitian from 2002 to 2005. Park was a staff writer at the Industry Standard from 2000 to 2001, editor of equity research at W.R. Hambrecht and Co. in 2000 and a staff reporter at Technologic Partners from 1998 to 2000. She was a consultant at Booz Allen Hamilton from 1995 to 1997 and served as a writer at the White House from 1994 to 1995. Park earned a Master of Arts degree in English and American literature from Georgetown University and a Bachelor of Arts degree from the University of California, Berkeley. This position does not require Senate confirmation and the compensation is $140,004. Park is a Democrat.

Veronica Ortiz-Torres, 51, of Elk Grove, has been appointed deputy appointments secretary in the Office of the Governor. Ortiz-Torres has served as deputy director at the California Department of Technology Digital Education Office since 2012. She served as deputy appointments secretary in the Office of the Governor from 2011 to 2012, was special assistant to the Speaker in the Office of California State Assembly Speaker John Pérez in 2010 and served as office director in the Offices of California State Assemblymembers Paul Krekorian and Simon Salinas from 2005 to 2010. Ortiz-Torres served as a policy advisor at the Governor’s Office of Planning and Research in 2003, was deputy director of the Governor’s Mentoring Partnership from 2001 to 2003 and special projects coordinator in the Governor’s Office on Service and Volunteerism from 2000 to 2001. This position does not require Senate confirmation and the compensation is $111,420. Ortiz-Torres is registered without party preference.
