California Governor Brown Announces Appointments for Jan. 17, 2012

SACRAMENTO, Calif. /California Newswire/ — Governor Edmund G. Brown Jr. today announced the following appointments. First, John Banuelos, 67, of Elk Grove, has been appointed to the California Boating and Waterways Commission. Banuelos worked at the California Conservation Corps from 1997 to 2004 and from 1977 to 1992 in multiple positions, including program and evaluation manager. He was the executive officer at the Youth Offender Parole Board from 1996 to 1997 and director of the Department of Boating and Waterways from 1992 to 1996. This position requires Senate confirmation and the compensation is $100 per diem. Banuelos is a Democrat.

Marta Bortner, 33, of Pilot Hill, has been appointed deputy director of communications and planning at the Department of Managed Health Care. Bortner has been the associate secretary of media relations at the Health and Human Services Agency since 2011, where she was assistant associate secretary of health care reform from 2010 to 2011 and acting assistant associate secretary from 2006 to 2007. She was assistant director of external affairs at California Volunteers from 2007 to 2010. Bortner was a senior information officer at the Department of Rehabilitation from 2005 to 2006 and an information officer at the Department of Transportation from 2002 to 2005. This position does not require Senate confirmation and the compensation is $95,808. Bortner is registered decline-to-state.

Pamela Lane, 54, of Fairfield, has been appointed deputy secretary of the health information exchange at the Health and Human Services Agency. She has been vice president of health informatics at the California Hospital Association since 2007. Lane was senior director of revenue cycle management at NorthBay Healthcare from 2005 to 2007, director of business operations and health information management at Lompoc Healthcare District from 2001 to 2005, a senior installation specialist at Quadramed Corporation from 1998 to 2005 and director of health information management at the Westerly Hospital from 1992 to 1998. She is a veteran of the U.S. Navy and served in the Gulf War campaign. This position does not require Senate confirmation and the compensation is $126,588. Lane is a Republican.

Kathryn Radtkey-Gaither, 55, of Carmichael, has been appointed chief deputy director at the Department of Mental Health. She has been acting chief deputy at the Department of Mental Health since 2011. Radtkey-Gaither was undersecretary at the Governor’s Office of Education from 2009 to 2011, chief of staff and associate director at the California State University Office of the Chancellor from 2005 to 2009 and chief deputy director at the Department of Child Support Services from 2004 to 2005. She worked at the Department of Finance from 1984 to 2003 in multiple positions, including deputy director. This position requires Senate confirmation and the compensation is $147,660. Radtkey-Gaither is a Democrat.

Alexander Sherriffs, 60, of Fowler, has been reappointed to the San Joaquin Valley Unified Air Pollution Control District, where he has served since 2011. Sherriffs has been a physician in private practice in Fowler since 1983 and with the Central California Faculty Medical Group since 1985. He has also been a professor at the Fresno campus of the University of California, San Francisco since 1983. Sherriffs received his medical degree at the University of California, Davis. This position requires Senate confirmation and there is no compensation. Sherriffs is a Democrat.

Michael Stainer, 48, of Tehachapi, has been appointed warden at the California Correctional Institution. Stainer has been chief deputy warden at the California Correctional Institution since 2008. He has worked with the California Department of Corrections and Rehabilitation in multiple positions since 1987. This position does not require Senate confirmation and the compensation is $129,108. Stainer is a Republican.
